At Raisu Palace the Merchant is lacking these

Dunno if its a fluke or ANet just makes do all the quest to get Commendations,
Cause in the Deep the merch there sells Deep Jade Keys, like wise achieved with commendations.....

Either way just sign if you'd like to see them added

But I prefered it when they weren't there, as it gave you a reason to do the fed-ex quests around kaineng city as it limited the supply of the keys
